The Qualified Medicare Beneficiary (QMB) program is one of four Medicare Savings Programs (MSPs) funded jointly by the federal government and states. QMB provides the most assistance of any MSP, covering not just premiums but also most Medicare cost-sharing.
What Does QMB Cover?
QMB pays for the following Medicare costs on your behalf:
Medicare Part A premium (if applicable)
Medicare Part B premium ($202.90/month in 2026)
Part A and Part B deductibles
Part A and Part B coinsurance and copayments
Providers Cannot Bill QMB Enrollees for Cost-Sharing
Federal law prohibits Medicare providers from billing QMB enrollees for Medicare deductibles, coinsurance, or copayments. If a provider attempts to bill you, you have the right to refuse payment and report it to your State Health Insurance Assistance Program (SHIP).

Resources that count toward the limit include bank accounts, stocks, and bonds. Resources that do not count include your primary home, one vehicle, personal belongings, and life insurance policies with a face value of $1,500 or less. Income and resource limits are updated annually.
How to Apply for QMB
Apply through your state Medicaid office. You can find your state office at medicaid.gov or by calling 1-800-MEDICARE. If you qualify for QMB, you will automatically be enrolled in Extra Help for Part D cost assistance as well.
